Russia is moving toward a complete prohibition on both wholesale and retail sales of vapes and electronic cigarettes. The initiative, introduced by State Duma deputies Sergei Mironov and Yana Lantratova, is currently under consideration by the Russian parliament.

Although discussions about banning electronic nicotine delivery systems (ENDS) have circulated for some time, the proposed legislation now outlines specific penalty amounts for violations. According to the draft bill, the fines would be as follows:
Individuals: 20,000 to 50,000 rubles
Officials: 300,000 to 500,000 rubles
Legal entities: 500,000 to 1 million rubles
Stricter penalties are proposed for those caught selling vaping devices to minors:
Individuals: 300,000 to 500,000 rubles
Officials: 700,000 to 1 million rubles
Legal entities: 1.5 million to 2 million rubles
In an interview with RIA Novosti, Sergei Mironov stated that approximately 4 million Russians currently use electronic smoking devices—many of whom are underage users. He emphasized that despite existing bans on selling vapes to minors, children are still obtaining them with relative ease.
Mironov also referenced a bill submitted earlier in June that would authorize teachers to confiscate nicotine-containing products from students in schools, as part of broader efforts to curb youth access.
