UK Vape Tax 2026: What Vapers & Wholesale Buyers Actually Pay

The Short Answer

The UK vape tax is no longer something to plan for — it is live. Since 1 October 2026, every millilitre of vaping liquid sold in the United Kingdom has carried Vaping Products Duty (VPD) at a flat rate of £2.20 per 10ml.

In practice, that means roughly £0.53 more on a 2ml pod and £2.64 more on a 10ml bottle once VAT is added on top of the duty. If you vape, that is what you actually pay. If you buy, sell or import vaping products in bulk, the date that should worry you most is not October 2026 — it is 1 April 2027, when every product on a UK shelf must carry a duty stamp.

Here is the one-line version: the duty is a flat £2.20 per 10ml regardless of nicotine strength, it is already in force, and it is a commercial decision whether your supplier passes it on.

What Is the UK Vape Tax, and Is It Live?

The UK vape tax is Vaping Products Duty (VPD), a new excise duty on vaping liquid. It came into force on 1 October 2026 and applies to all e-liquid manufactured in or imported into the UK — whether it contains nicotine or not.

Three details matter more than the headline rate:

  • It is a flat rate. The government abandoned its original plan to tax higher-nicotine liquids more heavily. After consultation, the tiers were scrapped in favour of a single £2.20 per 10ml rate, to simplify compliance and align with most other countries.
  • It is charged by volume, not by device. A 2ml pod and 2ml drawn from a bottle are taxed identically.
  • It is paid by businesses, not at the till. Manufacturers, importers and warehousekeepers approved by HMRC pay it when the products enter UK consumption. Whether that cost reaches you is, in HMRC’s own words, a commercial decision.

The duty was announced at Spring Budget 2024, confirmed at Autumn Budget 2024, and written into the Finance Bill 2025-26. Registrations opened on 1 April 2026.

How Much Does the UK Vape Tax Actually Add?

This is the question most articles get wrong, because they quote the £2.20 rate without the VAT that sits on top of it. Vaping Products Duty is an excise duty, and VAT at 20% is charged on the duty-inclusive price — so the real increase is VPD × 1.2.

Product Vaping Products Duty Extra VAT (20%) Real price rise
2ml pre-filled pod £0.44 £0.09 +£0.53
10ml e-liquid bottle £2.20 £0.44 +£2.64
100ml shortfill £22.00 £4.40 +£26.40

The maths is simple: the duty is £0.22 per millilitre, and you add a fifth of that again for VAT.

Why a 10ml Bottle Rose More Than a 2ml Pod

Because the tax is charged on volume, not on price or nicotine. A 2ml pod holds very little liquid, so it carries only £0.44 of duty. A 100ml shortfill carries £22 of duty before VAT — which is why the value end of the market, and especially large shortfill bottles, has been hit hardest.

This is also why the era of the £1 bottle of e-liquid is over. A bottle that used to retail for £1 now carries more than twice its old price in tax alone.

Cost-efficiency takeaway: after the duty, the cheapest way to vape is to move from pre-filled pods toward larger, refillable formats — the tax per puff falls as the bottle gets bigger, even though the headline duty is the same per millilitre.

Does the Vape Tax Apply to Devices, or Only the Liquid?

Only the liquid. Vaping Products Duty applies to vaping liquid — bottles, pods and cartridges — and to substances intended for vaping such as propylene glycol, vegetable glycerin and flavourings. The device itself, the battery and the coil are not subject to VPD.

That said, devices are still shaped by a separate rule: the UK single-use vape ban, in force since 1 June 2025, which prohibits the sale of disposable vapes that are not both rechargeable and refillable. If you are sourcing hardware for the UK, that ban — not the vape tax — is the constraint that decides what you can legally stock.

Is 0mg Nicotine Liquid Taxed Too?

Yes. Vaping Products Duty applies to all vaping liquid, whether or not it contains nicotine. A zero-nicotine shortfill and a 20mg salt pod are taxed at the same £2.20 per 10ml.

The reason is structural: the duty targets the liquid intended for vaporisation, not the nicotine inside it. For buyers, that removes a loophole people expected to exist — there is no cheaper “nicotine-free” tier.

What Are Vaping Duty Stamps, and When Do You Need Them?

Alongside the duty, HMRC launched the Vaping Duty Stamps (VDS) Scheme. A vaping duty stamp is a secure physical stamp — 42mm × 18mm — affixed to the outermost retail packaging, carrying a scannable code that lets HMRC and Trading Standards trace a product through the supply chain. It cannot be reused once applied.

Date What changes
1 October 2026 Duty starts; all liable products released to market must carry a stamp
30 November 2026 Last date approved businesses can buy transitional (non-digital) stamps
31 December 2026 Last date transitional stamps can be affixed
1 January 2027 Only digital stamps may be affixed
31 March 2027 End of the grace period — eligible unstamped stock can still be sold until this date
1 April 2027 Every vaping product on a UK shelf must carry a valid duty stamp

That last row is the one that catches people out. From 1 April 2027, unstamped vaping products may be seized, with penalties and, in serious cases, criminal prosecution.

What Does the Vape Tax Mean for UK Vapers?

Your costs go up, but the gap with smoking is protected. On the same day the vape duty started, the government applied a one-off tobacco duty increase of £2.20 per 100 cigarettes or 50g of tobacco, on top of the usual above-inflation rise. The explicit aim was to stop vaping from becoming more expensive relative to smoking and pushing people back to cigarettes.

For most vapers the practical consequence is simple: expect to pay more per millilitre, and expect the cheapest bottles to disappear. If you are a heavy vaper, buying larger refillable formats is now a genuine money-saving decision.

What Wholesale and Retail Buyers Must Do

If you buy vaping products in bulk — whether you are a distributor, an online seller or a bricks-and-mortar retailer — the compliance burden is where the money and the risk sit.

Who needs HMRC approval. Manufacturers, importers, warehousekeepers, UK representatives of overseas manufacturers, and anyone who affixes duty stamps must be approved by HMRC. If you only buy and sell duty-paid stock wholesale or retail, you do not need approval.

What to check on every purchase. From 1 October 2026, new duty-liable stock must carry a stamp. If a supplier offers unstamped products, you must be able to show they were produced or imported before 1 October 2026 and are therefore inside the grace period. Keep invoices, delivery notes and traceability records.

The deadlines that matter. Sell any eligible unstamped stock you already hold by 31 March 2027. From 1 April 2027, holding, selling or supplying unstamped stock exposes you to penalties and seizure.

Why approval timing is a trap. HMRC processing can take more than 45 working days, so a last-minute application is a trading risk — unapproved businesses cannot lawfully manufacture vaping products in the UK.

If you are sourcing for the UK market, two other rules sit alongside the tax: the UK vape packaging rules for 2026, and the requirements for importing compliant vapes into the UK. Both are worth building into the same checklist.

Will the Vape Tax Rise Again?

Almost certainly. Vaping Products Duty is expected to raise more than £550 million a year by 2030-31, and the structure — a simple per-millilitre excise — makes annual uprating straightforward. Analysts widely expect it to be reviewed each Budget and to move in step with tobacco duty, which is itself uprated by RPI plus 2 percentage points.

For buyers, the planning implication is to treat the duty as a recurring line item, not a one-off. Budget for it annually, the way you budget for tobacco duty.

Frequently Asked Questions

Is the UK vape tax in force now?

Yes. Vaping Products Duty has applied to vaping liquid since 1 October 2026, at a flat rate of £2.20 per 10ml.

How much is the UK vape tax per 10ml?

£2.20 per 10ml of vaping liquid, as a flat rate. With VAT on top, that is roughly £2.64 added to a 10ml bottle.

Does the vape tax apply to zero-nicotine e-liquid?

Yes. Vaping Products Duty applies to all vaping liquid regardless of nicotine content, which closed off the expected nicotine-free loophole.

When do vape duty stamps become mandatory?

All liable products released to market needed a stamp from 1 October 2026. From 1 April 2027, every vaping product on a UK shelf must carry a valid duty stamp.

Can I still sell unstamped vape stock?

You can sell eligible unstamped stock you already held until 31 March 2027. From 1 April 2027 you must not sell unstamped products.

Is vaping still cheaper than smoking after the tax?

Yes. Tobacco duty rose on the same day to preserve the price differential, so vaping remains the cheaper option for a comparable nicotine intake.

The Bottom Line

The UK vape tax is not a proposal — it is a live excise duty of £2.20 per 10ml that has been shaping prices since 1 October 2026. For vapers, that means budgeting for a few hundred pounds a year more, and favouring larger refillable formats. For wholesale buyers, it means building a compliance checklist around duty stamps, HMRC approval and the 1 April 2027 deadline, and treating the duty as a permanent part of your landed cost.

If you are planning what to stock for the UK next season, the rechargeable disposable vapes that clear the single-use ban are the formats to build your range on — and OEM and private-label production is the way to get compliant product to shelf. Makers who understand vape manufacturing in China can often absorb more of the duty in the supply chain than those buying finished goods.
