How TPD and TRPR Compliance Promotes Safer Vaping
As the vaping industry has evolved, regulatory standards have grown much stricter, ensuring manufacturers and retailers comply with high safety and transparency requirements.
The Tobacco Products Directive (TPD), set by the EU, and the Tobacco and Related Products Regulations 2016 (TRPR), overseen by the UK’s MHRA, are central to this regulatory landscape. Both frameworks are designed to guarantee that only safe ingredients and components are used in e-liquids and vaping devices, while also mandating transparent product labeling for consumers’ peace of mind.

What is TPD?
Enforced since May 2016, the TPD is the European Union’s key regulation covering the manufacture, testing, packaging, marketing, and sale of tobacco products—including vaping products. This directive applies not only to e-cigarettes but also to traditional tobacco products like rolling tobacco and cigarettes.
What is TRPR?
In Great Britain and Northern Ireland, the MHRA (Medicines and Healthcare products Regulatory Agency) is the primary authority overseeing the UK’s notification system for nicotine-containing vaping products (such as e-cigarettes and refill containers). The MHRA collaborates with other agencies to apply the requirements of the TRPR, setting out rules and guidelines for all vape brands producing kits, hardware, and e-liquids.

What Makes a Vape Product TPD Compliant?
To achieve TPD compliance, brands must adhere to a set of stringent guidelines:
Vape pods and tanks cannot exceed a 2ml capacity.
Nicotine-containing e-liquids must not be sold in bottles larger than 10ml.
E-liquids are limited to a maximum nicotine strength of 20mg/ml.
Products and packaging containing nicotine must be tamper-resistant and childproof.
The use of certain substances—such as colorings, caffeine, and taurine—is prohibited in e-liquids.
Packaging must include new labeling and safety warnings.
The MHRA must be notified about all e-cigarettes and nicotine e-liquids before they are legally sold, and these products must be published by the MHRA.
Both the TPD and TRPR have been introduced with consumer safety in mind, and their main goals are to:
Modernize and strengthen tobacco-related legislation, creating a robust regulatory framework for vaping products.
Discourage youth smoking and vaping by restricting enticing product features and certain ingredients.
Introduce an EU-wide tracking system to prevent illegal tobacco trade.
Set clear, uniform standards for the safety and marketing of e-liquids and vaping devices.
